Momo game allegedly claim it's first victim in Darjeeling hills

On August 20, an 18-year-old student Manish Sarki went missing in his hometown —Kurseong. Sarki was a Class 12 commerce student. When Manish did not return home until 9 pm, his anxious parents and neighbours launched a search operation for him. Later, he was found hanging inside a pig sty located at St. Mary's Hill in Kurseong.

On the walls of the pig sty, there were symbols and words spray painted such as — 'Illuminati' 'Doped', 'Hanged Man' and the name of a girl. "My son is a victim of the 'Momo game.' He was an obedient boy and good in studies. He would stay indoors most of the time and used to spend a lot of time playing games on his cell phone. I have lost my son," stated Chandramaya Sarki, mother of the deceased.

Arvin Ghatani, a friend of the deceased also feels the same. "Manish used to play a lot of internet games specially on social media sites. The symbols and the images found on the walls of the pig sty also appear on the Momo game app," stated Ghatani. 

"We did not recover any suicide note. The cell phone belonging to the deceased will be examined by cyber experts. Following this, it can be ascertained whether the death was prompted by the suicide game," stated Harikrishna Pai, Additional Superintendent of Police, Kurseong

Pradip Pradhan joined Trinamul blaming GJM not delivering on its promise

Darjeeling, Aug. 24: Bhupendra Pradhan, a founder member of the Gorkha Janmukti Morcha and the GTA chairperson, today joined Trinamul, blaming the hill party for failing to deliver on its promise of development.

Pradhan, who is better known as Pradip, joined the state's ruling party in the public meeting at the Kurseong Motor Stand in the presence of Trinamul minister Aroop Biswas.

Pradhan said his decision to join the Trinamul was to ensure development in the hills, particularly Kurseong. He accused the Morcha of failing to carry out any development work in the past four years.

The GTA elections are expected to be held around July 2017. The Morcha today decided to expel Pradhan.

The hill leader arrived at the venue in the car of Biswas, who is Trinamul's observer for north Bengal.

He said the Morcha leadership was not sincere about the Gorkhaland demand and added that if a sincere leader comes ahead for statehood, he would definitely support the demand.

"In the past four years, we have been able to do nothing for the hills. I have had a talk with Mamata Banerjee and she has promised to look into issues related to the development of Kurseong. I have also raised the issue of granting district status to Kurseong. I am confident that with the TMC, there will be development here," Pradhan said.

He, however, said that if development was not ushered in even by Trinamul, he could think of leaving his new party too.

Pradhan accused the Morcha of corruption, saying some party leaders "did not have the means to even buy a good brand of cigarettes" but now "when they go to Bagdogra airport they enquire about the cost of a helicopter run by the Sikkim government. Where has this confidence come from?"

At the sidelines of the meeting, Pradhan said Bimal Gurung would not resign from the GTA as he had recently threatened. "He will not resign, note it down, as there is money in GTA," Pradhan said.

Pradhan urged the people to ponder over why Harka Bahadur Chhetri, Anmole Prasad, Trilok Dewan and Amar Lama had left the hill's biggest party.

Pradhan said in the next three months, the Morcha will have "only 20 per cent support" in the hills.

The central committee of the Gorkha Janmukti Morcha today decided to expel Bhupendra Pradhan, popularly known as Pradip Pradhan, who switched to Trinamul today, from the party.

Soon after the central committee session, the GTA Sabha members met at Gorkha Rangamanch Bhavan and submitted a written request to the GTA Sabha vice-chairman, Lopsang Yolmo, to convene a special meeting where, sources said, they would seek the removal of Pradhan as the GTA chairman.

The meeting is likely to be held on August 26.

Morcha general secretary and the GTA Sabha member in-charge of education, Roshan Giri, said: "At the central committee meeting, we discussed the Gorkhaland issue. The party has also decided to expel Pradip Pradhan from the primary membership."

A source in the GTA said: "According to Section 37 of the GTA Act, a special meeting can be requisitioned by one-third of the Sabha members and once the vice-chairman convenes a meeting, the chairman can be removed by a resolution adopted by a simple majority of the total number of elected members of the GTA Sabha."

There are 45 elected members in the GTA Sabha.

The Morcha has also decided to hold a public meeting in Kurseong on Sunday.

According to sources, the move is an attempt to boost the morale of party cadres in the area and counter the Trinamul gathering where Pradhan switched allegiance.

Today, around 300 voluntary teachers, who were members of the Janmukti Insecure Secondary Teachers' Organisation (JISTO) Movement Committee, burnt the effigy of Giri here before resigning from the Morcha.

The hill party had disbanded the Movement Committee last month after some of the members had criticised Giri alleging that he had not been working towards regularising the jobs of the 500-odd voluntary teachers in more than 120 schools across the hills.

Amit Gurung, the co-ordinator of the erstwhile Movement Committee, said: "We burnt the effigy of Roshan Giri today. Around 300 members have resigned from the party. We will soon meet chief minister Mamata Banerjee and decide our future course of action."

The teachers have decided to remain apolitical at the moment, sources said.

Told about the development, Giri said: "If by burning my effigy, their jobs are regularised, they are most welcome to burn my effigy everyday."

At Darjeeling Motor Stand, the Gorkha Janmukti Vidyarthi Morcha started a relay hunger strike "for Gorkhaland" today with seven student leaders participating in it.

Satyam Lama, the president of the Vidyarthi Morcha, said: "Our hunger strike is a message that our agitation is democratic in nature. We demand that the Centre open a dialogue on Gorkhaland and efforts be taken to constitute a committee to look into our demand."

President Pranab Mukherjee in Darjeeling

Darjeeling 12th July 2016 President Pranab Mukherjee on his four day visit to Darjeeling he arrived at Darjeeling on July 12 accompanied by Governor of WB Keshari Nath Tripathi. A state reception was hosted in the afternoon in his honour in at Chowrasta Darjeeling where Chief Minister Mamata Banerjee was also present. President Mukherjee will preside over Bhanu Jayanti, the birth anniversary of Nepali poet Bhanubhakta Acharya, function in Darjeeling on July 13 which happens to be the first ever official celebration of the Bhanu Jayanti by the West Bengal State government since independence.The President President would be present in the Annual General Meeting of Darjeeling Tea Association the next day.

President Pranab Mukherjee and Governor Tripathi rested for a while at Kurseong Tourist Lodge on the way to Darjeeling who were received by senior Sub-divisional officials.

Owing to President's visit to Darjeeling today, and given the cancellation of his aerial trip, the President and other dignitaries had to take a normal route to reach Darjeeling from Bagdogra airport. Vehicles traveling to Siliguri from Darjeeling had to take either the Mirik or Kalimpong route untill the arrival of President.

This is President Mukherjee's second vist to the Darheeling hill. The last time Mukherjee visited Darjeeling was on November 10, 2013 to flag off the 125th anniversary celebrations of St Joseph's School.

Hill TMC proposals on new Kalimpong district, Mirik sub-division

DARJEELING 10 Jun 2016 The Trinamool Congress hill unit has submitted to the Darjeeling district administration its suggestions on a new Kalimpong district and Mirik sub-division. The suggestions incorporate a wide range of proposals such as extending the existing boundaries, forming new sub-divisions and blocks, and setting up expert committees to expedite the process in a planned and systematic manner.

The hill TMC has proposed the creation of three sub-divisions under the new Kalimpong district for better administrative functioning. However, the areas to be incorporated in the sub-divisions have not been identified or specified by the party.

The TMC also wants the number of community development blocks to be increased to eight and the formation of a Teesta Highway development block. At present, Kalimpong sub-division has three blocks, Kalimpong I, Kalimpong II and Gorubathan.

The proposals also include increasing gram panchayat members to at least 7-10 in each GP for better representation. The Kalimpong sub-division comprises 42 gram panchayats at present. Further, the TMC also wants areas adjacent to Gorubathan block and Kalijhora under Kurseong to be included in the new district, although specifications have not been proposed.

“These are important factors that need to be looked into while forming the new district of Kalimpong. It must be remembered that Kalimpong is a vast area touching some areas of the Dooars in the plains. Administratively too, we want Kalimpong district to be viable to the people, hence the suggestions,” said NB Khawas, the hill TMC general secretary.

Regarding upgrading Mirik to a sub-division, presently one of the eight blocks in the hills, the TMC wants the area of Gopal Dhara tea estate that falls under Sukhaypokhari block in Darjeeling sub-division, and Seyok tea garden under Kurseong sub-division, to be added to the new sub-division.

It has also proposed the formation of three blocks in the new Mirik sub-division, Mirik at present being one of the blocks under Kurseong sub-division. The party also wants gram panchayat members in Mirik to be increased to 10 from the present six.

Another proposal is the bifurcation of the Jorebungalow-Sukhaypokhari development block and creation of a Sonada-Rungbull block with seven existing gram panchayats of Rungbull and Sonada areas. “We have already placed our suggestions before the Panchayat and Rural Development department through the Darjeeling district magistrate,” said Khawas.

The bifurcation of the Kurseong development block with 14 GPs and up-gradation of the Darjeeling-Pulbazar block with 23 gram panchayats to a sub-division is one another proposal of the hill TMC. The party has suggested the formation of a committee comprising experts and political and social organisation representatives to avoid any controversies which could delay the process of creating a Kalimpong district and Mrik sub-division.

103rd Foundation Day of the First Gorkha Library in India

 Gorkhas and Library: A Centurial Conspectus

Heartiest Congratulations to all on the 103rd Foundation Day of the Gorkha Library, Kurseong. The first Gorkha library in India was started at Kurseong on 8th June 1913. If we look into the history of this library, hundred years ago, a Lepcha named Jombey Paval had founded it with the help of his friends. Paval was originally from Kalimpong and worked at Kurseong hospital. The library was started in his rented house.

Initially the colonial administration suspected the formation of the Gorkha library, as the Bengalis had started an underground group like Anisulan Samity to challenge the colonial administration. Pandit Tulsi Bhattarai, the former member of the Gorkha Library Executive Committee said “the then founders of the library convinced the administration by stressing on the need of a reading place for the Gorkhas, who were mostly poor and illiterate”. Pandit Bhattarai claims that during the mid 1980’s, he was also an activist for Gorkhaland and had stopped Jyoti Basu, the then Chief minister of Bengal from entering the hills.

The idea of having a Gorkha library was earlier raised by Pratiman Singh Lama. He was highly influenced by the reading and discussing habits of Europeans at Darjeeling Planter’s Association. Lama was further inspired by the feeling which can be theoretically equated as ‘Public Sphere’. According to the German sociologists, Jurgen Habermas ‘Public Sphere’ is a platform where people can discuss anything freely without any pressure or threat of any kind.

According to Chalmers (2009:127), P.S. Lama often argued that on having a public sphere like the British system of library and rational discussions, “we can reap all and what honours we could achieve”. The aspirations and demands of the people for the foundation of the Gorkha library led Parasmani Pradhan to form Nepali Sahitya Samaj. Through this group he tried to unite the writers for the creation of an organised civil society.

In 1915, philanthropist Sardar Bahadur Lama donated Rs. 500 for the construction of the library building and the construction was further funded by the Kurseong Municipality. The local papers like Chandrika which was edited by Parasmani Pradhan started to print fund raising notes for the construction of the library.

Finally, the present Gorkha Library at Kurseong was completed at the cost of over Rs. 3,000 and started to operate from 1918. In the inauguration ceremony of the library, Sir H. Quinton, the British Civil Servant was invited as the chief guest. He was welcomed with songs and dances performed by the artists of the Gorkha Amateur Club. In a way of highlighting the local homogeneity and harmony, the chief guest was offered a flower garland by a Nepali and a silk scarf by a Bhutia, who were dressed in their traditional attires. The integrity of the hill community can clearly be revealed by surfing into the foundational tales of this Gorkha library which was institutionalised collectively by Lepchas, Bhutias and the Nepalis. The present Vice-Chancellor of Sikkim University, Prof. T.B. Subba argues that when the Hill Men’s Social Union was formed in 1930’s then the Lepchas, Bhutias and Nepalis had collectively consented to call themselves as Gorkhas and accepted Nepali their language. The Union had also started a monthly magazine called the “Nebula” derived from the abbreviation of Nepali, Bhutia and Lepcha.

Almost after one hundred years, the social fabric of the local Gorkha community is breaking up across the political lines and lust for reservation, representation, tribal development boards among others. Our society is in a need of re-organisation and rejuvenation, politics of opportunitism and favouritism based on kin and kith relations has damaged the traditional social homogeneity. Amidst such moments of despair and disrepair, Mr. Bipal Barailey, 21year old school dropout, resident of Munsong tea estate, 21 kms away from Kalimpong has opened a library in his village. The library is being run in one of his rooms with few books and chairs. The era has come to retest the Gorkhas in the scales of communal unity and harmony. There seems to be a need for more Paval’s, friends and like-minded people who can come forward and help in the establishment of this library through any ways or means. The rejuvenation of the century old love for libraries for social empowerment must be accepted and assisted as a new hope for the creation of a better society.

Nabu, a GJM student wing Central Committee member from Kalimpong wants to appeal all the members of the civil society to kindly help the library by donating old books. He claims that this is an apolitical affair and everybody should unify irrespective of political backgrounds. Amid such moments of century old historical coincidences, in another case all the political parties of the region has been called by the district administration in a dialogue for the creation of Kalimpong district. Let us hope that the present political parties too can come over their differences and work together not just for Kalimpong alone but for the creation of Gorkhaland as well.

In a way of concluding, let us recollect the words of Prof. Mahendra P. Lama, the former Vice-Chancellor of Sikkim University. He used to say “Grandpa and Grandma passed away. We did not record their knowledge. As a result, they took away the precious libraries with them. Let us learn to archive things by recording and let us not repeat our mistakes”.

Libraries are after all depositories of many things like knowledge and wisdom, history and identity and many more. Let us all come together and not regret later in willingly watering the library planted by Mr. Barailey.

Police complaint against Kurseong SDO for harassment and mental torture

Darjeeling 25 May 2016 Alleging harassment and mental torture on her husband, Ranjana Pradhan Sar, the wife of Tridib Sar, a deputy magistrate at the Sub-Divisional Office in Kurseong, has filed a police complaint demanding action against the SDO.

In her complaint, Ranjana claims that Bipul Kumar Biswas, the Kurseong SDO, used to mentally torture her husband. This was going on ever since after the Assembly elections got over and today, things got to such a head that her husband had to be admitted in hospital.

“I rushed to the hospital when informed that my husband had been admitted in serious condition. My husband used to tell me how the SDO tortured him mentally. I’ve been told that my husband fainted and even got panic attacks,” Ranjana alleged.

She further said that not only her husband but other employees too were at the receiving end of the SDO’s highhanded ways. “Other office employees have also been harassed by the SDO on many occasions. But as things went out of hand today, I demand strict and proper action against the SDO so that such incidents do not recur,” Ranjana said.

Some of the staffers present during the incident said Sar suddenly fainted and had to be rushed to hospital. They staged a demonstration demanding the SDO’s transfer. “He fainted all of a sudden and fell from his chair around eleven in the morning. He was mentally disturbed since some time. The SDO had been harassing Sar and other staffers for quite some time. The SDO is anti-people and we want his transfer, otherwise we will start a pen-down agitation from tomorrow,” said BK Singh, one of the employees.

Darjeeling district magistrate Anurag Srivastava said he was looking into the matter and an inquiry would be initiated. “He (Sar) is doing well at the moment. He had to be admitted to hospital due to high blood pressure. As far as the complaint against the SDO is concerned, we will look into it,” he said.

When contacted, the SDO said he was not aware of the complaint against him. “I have not heard of any complaint against me. Therefore, I do not wish to make any comments now,” Biswas said.

Darjeeling SP Amit Javalgi confirmed of receiving a police complaint against the Kurseong SDO and said an inquiry had been started. “The wife of a deputy magistrate in Kurseong today lodged a complaint against the SDO alleging mental torture on her husband. We will make proper inquiries into the matter and also see if there are any criminal aspects,” he said.

Gorkha Janmukti Morcha poll winning margin down by 50%

Darjeeling, May 20: In a span of five years, Gorkha Janmukti Morcha's winning margin has come down by more than 50 per cent but the party says its not unduly worried.

"Whether we win by one vote or by one lakh votes, an election win is a win," said Morcha president Bimal Gurung.

The three Morcha candidates, Amar Singh Rai from Darjeeling, Rohit Sharma from Kurseong and Sarita Rai from Kalimpong, definitely won their seats by more than one vote, but five year backs, the party had won each seat by one-lakh margin.

In 2011, Trilok Dewan of the Morcha led GNLF's Bhim Subba in Darjeeling by 1,0,655 votes. Dewan had polled 1,20,532 votes against the GNLF's 13,977. In Kalimpong, Harka Bahadur Chhetri of the Morcha had polled 1,09,102 votes, while his nearest rival, Prakash Dahal of the GNLF, could garner 7,427 votes.

The situation was slightly better for the GNLF in Kurseong, with Pemu Chhetri polling 21,201 votes. But even this could not save her from forfeiting her deposit of Rs 10,000. Rohit Sharma of the Morcha had polled 1, 14,297 votes.

This year, the Morcha won Darjeeling by 49,913 votes, Kurseong by 33,726 votes and Kalimpong by 11, 431 votes.

The victory margin dropped by nearly 90 per cent in Kalimpong. "This is not 2011 and anti-incumbency has definitely come into play," said a Morcha leader.

Right from 2014 Lok Sabha election, consolidation of opposition votes had started. In the Parliament elections, the GNLF had joined hands with the Trinamul Congress similar to this year, and Mahendra P. Lama, who is now with the Jana Andolan Party, was also in the fray.

In 2014, the anti-Morcha votes were 52,629 in Darjeeling, 42,788 in Kalimpong and 62,473 in Kurseong, taking the total number in the hills to 1,57,890. This year, the total anti-Morcha votes cast in the three Assembly segments was 1,94,699. The votes cast in favour of Morcha in the three seats, this year, was 2,50,026.

"This year, we had to brave everything, right from consolidation of opposition votes to support from development boards and then the use of district demand for Kalimpong against us. In the coming elections, these calculations will not hold true as election equations will be different," said Gurung.

He said: "We will, however, do all that is needed to address the grievances of the public even if that means making changes in the leadership."

The Morcha will have to face the civic polls later this year and the all-important GTA elections in July next year. "Four issues were instrumental in bringing the victory margin down. While anti-incumbency factor is one reason, the other reasons were formation of development boards, consolidation of opposition votes and the district issue in Kalimpong," said an observer.

GJM Sarita Rai defeated JAP Harka Bahadur Chhetri in Kalimpong by over 11,000 votes

Kalimpong, May 19: Gorkha Janmukti Morcha candidate Sarita Rai defeated Harka Bahadur Chhetri in Kalimpong today by over 11,000 votes, leading to a clean sweep by the Darjeeling hills' most powerful party.

But the loss of Chhetri, the sitting MLA of Kalimpong who had broken from the Morcha and floated the Jana Andolan Party (JAP), gives rise to a fear that the new Trinamul government could put in abeyance its previous decision to form a separate Kalimpong district, a plank on which the JAP had fought the elections with support from Trinamul.

Morcha chief Bimal Gurung, whose party won Darjeeling and Kurseong as well, today surprisingly extended an olive branch to Mamata Banerjee soon after the results were declared and said that differences should be set aside and they must work together.

Gurung's relations with Mamata are currently at an all-time low and Mamata had fully extended support to Harka during the Assembly election.

The outgoing government, while announcing the decision to form a Kalimpong district last December, had explicitly said that its decision was influenced by Chhetri, who had quit the Morcha and raised the district issue.

Chhetri today said his loss indicated that the people of Kalimpong were not in favour of the district, but he will render all possible help to the new MLA in realising the objective as it is for the good of the people of Kalimpong.

"Now it is the responsibility of the new MLA because I am no longer in that place...Whatever effort needs to be made from my side, I will definitely do that. But, unfortunately, the people of Kalimpong have decided otherwise. They feel the district is not important to them. However, if the new MLA wants my help at any point in time, I will definitely extend that help because it is for the betterment of the people of Kalimpong," he said.

Asked if he was hopeful that the new Trinamul government would act on the decision taken by the party's previous government, Chhetri put the onus on the chief minister. "It is up to the will of the honourable chief minister. It has the cabinet committee approval. I think it should be taken forward," he said.

Gorkha Janamukti Morcha Wins all 3 Hill Constituencies in Assembly Election 2016

19th May 2016 Gorkha Janamukti Morcha has won all three Hill Constituencies, Darjeeling, Kalimpong and Kurseong in Assembly Election 2016.‎ Morcha candidates Amar Rai won from Darjeeling Dr Rohit Sharma won from Kurseong and Sarita Rai from Kalimpong.

Amar Rai, Darjeeling Municipal Chairman, secured  95386  votes and won by 49913 votes in Darjeeling where TMC Sarad Rai Subba got 45473 votes.

GJM‬ candidate Sarita Rai with 67693 votes Won by 11431 vote at ‪Kalimpong‬ Constituency where she had to face a tough fight from former MLA Dr Harka Bahadur Chettri Jan Andolan Party ( JAP) with around 56262 votes.

Similarly, In Kurseong  Dr. Rohit Sharma was able to retain his Legislative Assembly seat. Dr Sharma got over 86947 and comfortably won by 33726 votes. Shanta Chhetri for All India Trinamool Congress got around 53221 votes from the constituency.

With GJM winning in Darjeeling, Kurseong and Kalimpong, Congress is winning in Matigara, Phansidewa and Islampur and CPI(M) winning in Siliguri there is no trace of TMC in Darjeeling District.

The tie up of GJM & BJP secured the alliance a total of seven seats in West Bengal, the best so far for BJP in the state. While BJP won Kharagpur and Baisnabnagar, its alliance with GJM sealed the victory in Darjeeling, Kalimpong, Kurseong, Kalchini and Madarihat.


GTA Casual workers threaten agitation over regularization issue

Darjeeling 12 May 2016 Casual workers employed in the Gorkhaland Territorial Administration (GTA) today threatened to start an agitation next month to pursue their long-pending demand for regularization.

The Gorkha Janmukti Morcha-affiliated Janmukti Asthai Karmachari Sangathan (JAKS), today held a ‘pratanidhi sabha’ or a representatives’ meeting and passed a resolution to take up the regularisation issue as also to demand a raise to their salary once the Assembly results are out.

Briefing reporters after the meeting, JAKS general secretary Kishan Gurung said, “We have waited a long time on year after year of government assurances, but nothing concrete has materialised. Our members are frustrated now. We have given the state government a deadline till June of this year to address our demand; otherwise we will take to the streets.”

Today’s meeting was attended by representatives of 42 units, from Darjeeling, Kurseong, Kalimpong, Mirik, Bijanbari and Tukdah. The GTA presently employs 5,300 workers on temporary basis. These workers were earlier employed under the now-defunct Darjeeling Gorkha Hill Council on meagre remunerations.

After a series of agitations between 2008 and 2011, the then state government had assured to employ 2,372 workers on permanent basis, but that promise has failed to see the light of day. “We will write to the new government about our demand and the resolution we passed today,” Gurung said.

The GJM too, has taken up the regularisation issue in many rounds of bipartite and tripartite talks with the state and central governments as the matter finds mention in the GTA agreement and act.

Further, the JAKS wants the state government to include in practicality the group A and B employees under the enhanced pay structure. Presently, the state government has implemented a pay-band structure with a ceiling for the casual workers. In March this year, the state government enhanced the salary of the workers, but only group C and D workers have benefited. “Only C and D group workers’ salaries have increased and not of the A and B grades even though they are included under the enhanced pay structure as per the state government order,” pointed out Machendra Subba, the JAKS president.

After the enhancement, group C and D workers are getting Rs 22,500 and Rs12,000, respectively per month. Prior to that, the amounts were Rs 8,500 and Rs 6,500, respectively. Meantime, engineers, doctors, high school teachers and managers, who come under the A and B groups, get paid anywhere between Rs 13,500 and Rs 26,000.

Another resolution the casual workers discussed and passed was on the interference in the independent functioning of the GTA. The JAKS has demanded changes in the GTA agreement and act to negate unnecessary meddling by the state government on issues already transferred to the GTA so as to ensure its autonomy in the true sense of the word.

Voting day ends in Darjeeling, three poll-related arrests

Darjeeling 17 Apr 2016 Amid allegations and counter allegations by candidates notwithstanding, the second phase of the West Bengal Assembly election in the three constituencies of Darjeeling district today ended by and large peacefully, with voter turnout recorded at 69 per cent by five in the evening.

Darjeeling SP Amit Javalgi said three poll-related arrests were made from across the hills during the course of the day. “In Darjeeling, two alleged GJM supporters were arrested for casting double votes and a case has been started against them. While in Kalimpong, a man was arrested for selling liquor,” he said.

The overall turnout in the six Assembly Constituencies of the district was recorded at 74 per cent when voting ended. The six constituencies comprise Kalimpong, Darjeeling and Kurseong in the hills, and Matigara-Naxalbari, Siliguri and Phansidewa in the plains.

In the hills, voters were seen queued up outside polling booths from early in the morning even as the weather remained cloudy and chilly throughout the day. Central forces personnel manned the booths to ensure voters got to exercise their franchise freely and without any kind of intimidation.

Even so, candidates of the five parties in the fray, namely of the Gorkha Janmukti Morcha, Trinamool Congress, Jan Andolan Party, Communist Party of Revolutionary Marxist and Gorkha Rastriya Congress, didn’t stop from accusing one another of rigging and intimidation although there were no reports of violence anywhere.

JAP candidate Harka Bahadur Chhetri, who cast his vote at Chandraloke Junior Basic School in Kalimpong, complained about GJM activists intimidating voters outside polling booths even as he maintained he was confident of winning. “They (GJM) have lost the people’s faith and are resorting to intimidation. I am confident the majority of votes will be cast for me,” he said.

Shanta Chhetri of the TMC and Govind Chhetri of the CPRM, who cast their votes at Kurseong College in Kurseong and Hindi Himachal School in Darjeeling, respectively voiced similar allegations. “GJM agents were asking voters to vote for their party’s candidates. I will complain to the election commission about this. However, this (election) is a court and voters are the judges, and I am sure they will make the correct decision by voting for me,” said Govind Chhetri.

Meanwhile, Amar Singh Rai, the GJM candidate from Darjeeling, said he was satisfied with the voting process and sounded confident of an outright win by the Morcha. “There were two incidents where TMC polling agents tried to enter booths they were not assigned to. I apprised the returning officer about this. Other than that, polling went off well and I am satisfied. I am getting reports from our party members in Kalimpong and Kurseong that our candidates are doing well,” he said.

GJM president Bimal Gurung, who cast his vote early in the morning at the Patleybas Community Hall booth, said, “Voting went off peacefully and in a disciplined manner and I am satisfied. I am 100 per cent certain that we will win not only in the hills, but also in the Terai and Dooars regions.”

According to a report by the district election commission, overall polling stood at 74 percentage points by 5pm, and of the 89 complaints received, 83 had been disposed of while the remaining six were in the process. “Several complaints were received from the participating parties and most were redressed,” informed Darjeeling district magistrate Anurag Srivastava, who is also the District Election Officer.

Gurung, Harka both confident of winning on voting day

Darjeeling, April 17: Bimal Gurung cast his vote at Patlaybash Community Hall in booth number 23/95 here today but the Gorkha Janmukti Morcha leader's mind was two hillocks away in Kalimpong.

Dressed in a blue tracksuit, Gurung voted around 9.30am and during his interaction with the media and supporters, he said: "The results will be good. I am confident that we will do well not just in Kalimpong but in all the constituencies where we have fielded candidates ... Harka will be politically finished when the results will be announced."

The Morcha has fielded candidates in Darjeeling, Kalimpong and Kurseong and in Islampur and Chopra in the plains. It is supporting BJP candidates in Kalchini, Madarihat, Nagrakata and Kumargram.

MLA Harka Bahadur Chhetri, who quit the Morcha in September and floated the Jana Andolan Party (JAP), is contesting against Morcha's Sarita Rai in Kalimpong.

In 2011, Chhetri had won the seat on a Morcha ticket.

"In the urban area of Kalimpong, about 30 per cent of voters might not be with us and in the rural area about 20 per cent. But otherwise, we are still strong. A few people might have gone against us but there is nothing much to worry," said Gurung.

Going by the crowds that Harka attracted during his campaigns, the Kalimpong contest seems to be a close call.

JAP bureau member Amar Lama said: "The feedback (we got) suggests we have an upper hand in Kalimpong. This could be the beginning of the end for the Morcha. We had polling agents in all booths ."

There are 261 polling stations in Kalimpong, 317 in Darjeeling and 290 in Kurseong.

A Morcha worker was heard telling his friends in the Darjeeling party office: "I think we are doing well in Kalimpong. There are reports that the button against our candidate's name is more soiled in many booths of Kalimpong."

In Kalimpong, Chhetri voted at Chandrloke Primary School around 7.15am today.

Talking to reporters, the JAP president said: "I will definitely win. People who have seen my work and those who have lost faith in the Morcha will vote for me. Despite the Morcha distributing money (to lure voters), I will win. Bimal Gurung will definitely taste defeat for the first time.

Gurung said the charges were false.

Kalimpong's Morcha candidate Rai, who voted at Pedong today, said: "I believe that my win is certain. Once that is achieved, we will work for the development of Kalimpong."

At 5pm, the voting per cent was 69 in Kalimpong, 66.1 in Darjeeling and 71 in Kurseong.

In Darjeeling, Trinamul's Sharda Rai Subba said: "We had polling agents in 90 per cent of the booths. Where we did n't, false votes were cast."

First party (ABGL) formed for a separate state no longer features on Darjeeling’s political map

The Tamang family in Darjeeling is unique, at least politically. While Bharti Tamang, wife of late Madan Tamang heads the Akhil Bhartiya Gorkha League (ABGL), son Sanyog Tamang is with the ruling Trinamool Congress. Madan’s brother, Amar Lama, on the other hand, is backing Kalimpong MLA Dr Harka Bahadur Chettri’s Jan Andolan Party (JAP).

Bharti (69), who stays at Rhododendron — a bungalow surrounded by bushes of bright fuschia azaleas — in the town, is fielding only two candidates, both in Dooars. Her husband, former ABGL chief Madan Tamang was murdered in broad daylight in May 2010 allegedly by workers of the Gorkha Janmukti Morcha (GJM) headed by Bimal Gurung.

“We are supporting Jan Andolan Party in Kalimpong and therefore, have not fielded candidates from there. We have also decided not to field candidates in Darjeeling and Kurseong,” Bharti said, not giving a reason why.

Her 35-year-old son, Sanyog Tamang, was hopeful of bagging the ruling party ticket for Darjeeling, but was passed over. “In this family, different members belong to different parties. My mother heads ABGL, I am with Trinamool and my uncle is with JAP,” he said.

The first ever party formed to fight for a separate state of Gorkhaland (ABGL was formed in 1943 by Damber Singh Gurung) no longer features on Darjeeling’s political map.

Speaking to The Indian Express, Bharti said: “But they all came and sought my blessings… We support everyone except the GJM.”

The family alleged that despite warrants issued on court orders for the 13 named in Madan’s murder, no arrests have yet been made in the case.

In the 2011 Assembly polls, riding on sympathy wave at Madan Tamang’s murder, ABGL had fielded candidates in three main hill constituencies but lost all. “The ABGL could have won then. It needed to strike the iron while it was still hot. But it did not manage to capitalize on the situation. Now, it is no longer politically important,” said a political analyst.

But Sanyog claimed a number of anomalies determined the 2011 results. “We came to know later that there were many polling booths where votes weren’t even counted. We knew we had the support of the people, but in the face of rigging, of course my mother would lose,” he said.

On a rocking chair in Rhododendron’s conservatory, where Madan Tamang would usually sit, a sketched portrait of his is kept. A shelf holds a framed certificate that says he was a member of the National Geographic Society. “Most people knew my husband as a politician. But more than a politician, who would not compromise on Gorkhaland, he was a naturalist,” said Bharti.

The couple would supply and export seeds of rohododendrons and work for hours — with no employed gardener — on the estate plantation. Now, the Tamangs have shut down the seed business. Also, shut is the tea estate they ran in Meghma — while half of the estate fell Indian side, the other fell in Nepal.

Many a muddle in Hill election season

Darjeeling, April 15: The hills, in every way alive to a multi-pronged election season, is also in the middle of a comedy of confusions.

A contestant from Darjeeling's oldest party decided at the eleventh hour that fighting an election was not what his family wanted him to do.

His indecisive party chief first pledged support to Trinamul, then retracted.

Trinamul also hit Harka Bahadur Chhetri with a bolt from the blue by making him the ruling party's official candidate from Kalimpong when the hill leader had planned to contest on his own party's symbol.

But first about Laxman Pradhan of the Akhil Bharatiya Gorkha League (ABGL), which is the oldest party in the Darjeeling hills.

The ABGL announced Pradhan as its Darjeeling candidate, but on the last day of filing nominations, March 29, Pradhan had a rethink.

When this newspaper called up Pradhan on March 29 to find out about his nomination, he said: "We are trying to find another candidate."

Pradhan explained: "I am actually not contesting as my family members are against it as I am a diabetic and have high blood pressure."

The call was made at 10.30am and Pradhan was confident that by 2pm, an alternative candidate would be found.

Well, no one was found. The ABGL does not have a contestant in Darjeeling.

After this, for some inexplicable reason, the ABGL also decided not to contest from the Kurseong seat.

The drama did not end here.

Trinamul candidate Sharda Rai Subba and the entire party district leadership went to Rhododendron Dell, residence of ABGL president Bharati Tamang soon.

The media was called to the Dell and Bharati announced that her party would support Trinamul.

But the next day, the party did a U-turn.

The next day at a media conference at the ABGL office, Bharati said her announcement the day before was her personal thought and the party would only decide on the matter on April 10. Trinamul leaders were speechless on hearing this.

Sources in the ABGL said after announcing to support Trinamul, party leaders realised they had not taken into account that its candidate, Ganesh Lama, was contesting from Nagrakata in the Dooars against Trinamul. A tie-up with Trinamul in the hills would confuse voters.

On April 10, ABGL general secretary Pratap Khati said: "In Darjeeling and Kurseong we urge the people to use their conscience."

But immediately after, he put out a spoiler alert. "They, however, should vote against the Gorkha Janmukti Morcha."

But what would the ABGL do in Kalimpong?

"We are not adverse to supporting the Jan Andolan Party (JAP)," said Khati. This did not clear the confusion completely because the JAP is an ally of Trinamul.

The JAP was hit by a bolt from the blue when its president Harka Bahadur Chhetri, was named the ruling party's official candidate.

Morcha president Bimal Gurung tried to deride Mamata Banerjee's move to make Kalimpong a separate district by claiming that the territory of Kalimpong had not been completely incorporated in the Indian union and it continued to be a land leased from Bhutan.

DARJEELING/KURSEONG: The hills look different this election season — there are lots of Trinamool and BJP flags fluttering around, indicating the mood of its people. And unlike many years of identity politics — often marred by violence — the demand is one of multi-party democracy in Darjeeling, in Bengal.

It has been three decades since GNLF (Gorkha National Liberation Front) chief Subhash Ghisingh monopolised politics in the region. Gorkha Janmukti Morcha, or GJM — an offshoot of the GNLF — carried on the legacy after dislodging the late Ghisingh. Interestingly, this time hill constituencies are described as 'advantage' seats for the BJP since the party in power has allied with the Morcha, and it is widely-speculated that BJP will open its account in Bengal legislative assembly with three seats.

"We respect democracy and believe that every party has the right to place their issues before the people. TMC is trying to hold election using the government machinery," GJM chief Bimal Gurung told ET.
In Darjeeling, where no mainstream party could ever get a foothold, Trinamool Congress is doing its best to make inroads and has tied up with GNLF, which went defunct after Ghisingh's forced exile. But Mamata Banerjee injected life into it to counter the GJM. Even though TMC had allied with the GJM in 2011, the two parties fell apart over the autonomy of Gorkhaland Territorial Administration (GTA).

UNEASY ALLIANCE The alliance between GNLF and TMC is also a tenuous one, and is compared to the ties between Congress and CPM. TMC has always opposed the idea of a separate statehood, but has ironically joined hands with the party that once had spearheaded the movement for a separate state — Gorkhaland — decades ago. CPM too announced its support for GJM but did not field a candidate.

Darjeeling, April 13: A slogan by the whistle blowing supporters of the Jan Andolan Party is rattling Gorkha Janmukti Morcha leaders in Kalimpong.

"Look here, look there, its Harka everywhere," shout the JAP cadres.

Harka Bahadur Chhetri, the JAP president who has been allotted the whistle symbol in the Kalimpong seat, says he is confident of creating a (political) jam for the Morcha through this election and has to some extent managed to get the momentum in his favour as the hills inch towards the D-day.

"The response is overwhelming. I am confident," said Chhetri, when asked about his chances of defeating the Morcha's Sarita Rai, who is his colleague at St George's Higher Secondary School in Pedong.

The Morcha, however, is confident that Chhetri's three-month old party is no match for its organisational strength.

"They (JAP) have direct and indirect support of seven development boards, Trinamul, GNLF, and even the ABGL and funds to ferry people from one rally to another. That doesn't mean that they have an edge. We have the organisational strength. We have 13 GTA Sabha members, 13 election committees and a party structure in place in every nook and corner of Kalimpong to cover 271 booths," said D.K. Pradhan, the chief convener of the Morcha's election cell.

Pradhan, a former Darjeeling MLA and a municipal chairman, has overseen almost every election, first with the GNLF and then with the Morcha, since 1988. "It has been a cent per cent success story so far and this election will be no different. We will win Darjeeling and Kurseong by a landslide margin," he said and then paused: "In Kalimpong, the margin will be good."

During the last Assembly election in 2011, when Harka had been fielded by the Morcha, it was actually Harka here, there and everywhere. Harka as the Morcha candidate in 2011 had polled an overwhelming 1,09,102 votes, while his nearest rival, Prakash Dahal of the GNLF, could only manage 7,427 votes in one of the most one-sided contests for an Assembly seat.

A veteran like Pradhan, however, knows that the battle will not be such a one-sided affair in Kalimpong.

The Morcha has the upper hand on Gorkhaland and it was handed a breathing space with the Centre announcing the formation of a committee to look into the demand of granting tribal status to 10 Gorkha communities that constitute more than 55 per cent of the hill population. Despite everything, Bimal Gurung appears to be finding it difficult to counter the JAP's campaign on the formation of Kalimpong district.

Chhetri had brought the issue to the fore while quitting the Morcha in mid-September last year and the state government obliged him by announcing its decision to form the district on December 18. But the Morcha, too, sought to take credit for the district creation, saying it was the first to raise the demand.

What has also been a definite letdown for the JAP is the announcement of Chhetri's name as the Trinamul Congress candidate in Kalimpong. It played right into the hands of the Morcha, which has accused Chhetri of being an agent of Bengal.

"With the candidate announcement, Trinamul did a definite disfavour to Chhetri. The JAP, however, has sought to recover from the blow by keeping a tactical distance from Trinamul. No JAP leader, including Chhetri, has campaigned for Trinamul candidates in Darjeeling and Kurseong even though the JAP has extended tacit support to the ruling party by not fielding candidates in both the seats," said an observer.

Actually, the core issues being raised by both the Morcha and the JAP are the same if one is to compare their manifestos. Statehood, tribal status, Kalimpong district, land rights, implementation of three-tier panchayati raj system and water action plan feature in the manifestos of both the outfits.

Whatever is the issue, Kalimpong relishes the rare political choices on offer.

Darjeeling, April 11: The tie-up with the Jan Andolan Party and the GNLF seems to have given Trinamul enough confidence to take on the Gorkha Janmukti Morcha in the hills.

The first joint meeting convened by Trinamul, GNLF and the JAP drew an impressive crowd at Sumeru Manch in Darjeeling's Chowk Bazar today. A comparable opposition crowd had last gathered at Chowk Bazar when GNLF leader Subash Ghisingh had addressed a public meeting in 2011.

Aroop Biswas, who is in charge of Trinamul in the hills, probably impressed by the turnout, said: "We will win all three seats, Darjeeling, Kurseong and Kalimpong."

In Kalimpong, Trinamul is supporting JAP president Harka Bahadur Chhetri. In the other two seats, Trinamul has put up its own candidates.

Asked if Trinamul supported the statehood demand given that the JAP's election manifesto listed Gorkhaland, Biswas merely said: "We have all come together to usher in development and end an autocratic rule in the hills."

The Trinamul leader, who was the last speaker, stressed the importance of the alliance. "We will have people in each and every booth. We, along with our GNLF and JAP friends, will ensure that there is no loot of even a single vote (no false vote)," said Biswas.

He lashed out at the Morcha and the BJP for "talking big" during elections and trying to influence polls with money power.

The supporters of the hill jot brought out a rally from near the railway station that meandered through town to reach the meeting venue.

Bhaichung Bhutia, a former captain of the Indian football team and Trinamul candidate of Siliguri, also addressed the crowd.

"The only issue that the Morcha raises during an election is Gorkhaland. I, however, want to ask both the BJP and the Morcha why Narendra Modi did not talk on the issue in his speech at a public meeting in Siliguri recently," said Bhutia.

Neeraj Zimba, GNLF leader, lambasted the Morcha for playing with the sentiments of the hill people. "The people were not tired with the (statehood) agitation but the leaders got tired. They had received 100 per cent support from the people and no agitation in the world has received such support," said Zimba.

Rajen Mukhia, president, Trinamul (Hills), said one of the winning Trinamul candidates in the hills would be given a ministerial berth.


Akhil Bharatiya Gorkha League (ABGL) withdrew support to TMC

Darjeeling 5 Apr 2016 The Akhil Bharatiya Gorkha League today withdrew its support to the two Trinamool candidates from Kurseong and Darjeeling asserting the party would first hold an internal meeting and decide on the matter in the near future. However, the party has not changed its decision of supporting Jan Andolan Party candidate Harka Bahadur Chhetri in Kalimpong.

Today’s statement is in sharp contrast to what transpired on Monday when a hill TMC delegation led by Darjeeling candidate Sarada Subba and general secretary NB Khawas met ABGL president Bharati Tamang. Tamang had announced before the media that the ABGL would support the TMC as the party wanted a change in the political establishment in the hills.

Speaking today at a press conference at the ABGL party office, Tamang said, “What I said yesterday regarding support to the TMC was entirely my personal decision and I believe this was misunderstood by the media. The final take on who the ABGL will support in Kurseong and Darjeeling will be decided only after we hold a party meeting either on April 8 or 9.”

ABGL sources said Tamang may have been forced to retract her statement following pressure from senior party leaders as some of them are in favour of extending support to the candidates fielded by the Communist Party of Revolutionary Marxist (CPRM).

Asked for his comment, hill TMC general secretary NB Khawas said, “We met the ABGL president in her house yesterday seeking her party’s support for our candidates from Kurseong and Darjeeling and she was positive in her response. As for the sudden change in her stand, we would not like to say anything as it is for the ABGL to decide on the matter.”
